By the end of 2010, Brazil and Ukraine, plan to launch the Cyclone 4 rocket, a satellite launcher produced in Ukraine, from the Alcantara Center, in the Brazilian Northeastern State of Maranhao, according to Xinhua.

    The commitment is contained in the joint declaration by Ukrainian President Viktor Yushchenko and his Brazilian counterpart Luiz Inacio Lula da Silva who was making a visit to Ukraine on December 1 and 2.

    At a news conference Lula admitted, however, that several environmental and social problems, such as the presence of maroon communities in the region have delayed the schedule for implementing the project. The Ukrainian president reaffirmed the importance for the European country that the schedule is met.

    "When two presidents meet, complications end. We will make the first launch in 2010 and take a practical step," said Yushchenko.

    Brazil and Ukraine have started on Tuesday a dialogue for a partnership aimed at nuclear energy generating and military technology development.

    According to President Luiz Inacio Lula da Silva, the partnership is important to ensure the protection of pre-salt and of land and maritime borders of Brazil.

    Brazil and Ukraine also signed an agreement to waive visas for tourists from both countries and negotiate the creation of a direct commercial flight between Brazil and Ukraine.

    From 2003 to 2008, trade between Brazil and Ukraine grew over 350 percent, reaching a record of 1.18 billion dollars at the end of last year.

    On December 3 and 4, Lula da Silva is holding a state visit to Germany, at the invitation of German President Horst Koehler.
