Chornovil tells about two "dirty scenarios" of Baloha

Member of parliament Taras Chornovil claims that the Presidential Secretariat is working out a scenario to dissolve the parliament and to disrupt the parliamentary election.

According to an UNIAN correspondent, T.Chornovil claimed this to a press conference in Kyiv today.

“I have information that at present the Presidential Secretariat is working out two dirty scenarios: one of them stipulates terminating authorities of the Verkhovna Rada without carrying out any parliamentary election”, he said.

According to T.Chornovil, within frames of this scenario, on Tuesday or Wednesday, the President will terminate authorities of the Verkhovna Rada with his decree. Than, in approximately two weeks, he will cancel this decree, the MP said.

“The President knows how to do that, for instance, with a good intention – for the Verkhovna Rada could gather once again and introduce amendments into the law on state budget, to finance the electoral campaign”, T.Chornovil said.

According to him, after that the President will issue a new decree on carrying out a snap parliamentary election that will date the end of October and will fix the day of voting in the period from December 28, 2008 to January 4, 2009. “You could imagine the turnout of electors. The 50% barrier of citizens turnout at the election won’t be overcome”, T.Chornovil said.

He added, upon issuing the repeat decree on snap poll, which can also be disrupted over court, the President may call a Constitutional Assembly which will replace the Verkhovna Rada and adopt an absolutely new edition of the Constitution.

According to T.Chornovil, at the same time, the President will find an opportunity to dismiss the government and introduce a direct presidential rule.

Speaking about the second scenario of the Presidential Secretariat, T.Chornovil said that it is connected with forming a union between the Party of Regions, the Lytvyn’s Bloc, and the bigger part of Our Ukraine Bloc. “Yushchenko personally supports this scenario most of all”, T.Chornovil said.
