Kyiv Mayoral candidate, Top Deputy Prime Minister of Ukraine Oleksander Turchynov believes that a constitutional reform will allow creating a mechanism for fulfilling decisions of powers.
According to an UNIAN correspondent, O.Turchynov claimed this to journalists on Thursday paying a visit to the Kyiv Veterans Hospital. He commented on the probable consultations, held between the Ukrainian President’s entourage and the Party of Regions in order to torpedo the democratic coalition and hamper the Bloc of Yulia Tymoshenko to introduce amendments into the Constitution.
“We are really threatened, as such consultations have intensified, either during football matches, or anywhere else. And the President’s surrounding [consults] with the Party of Regions. We have no other choice but to introduce amendments into the Constitution. To bring order into the country, it is insufficient to make decisions – there must a mechanism of fulfilling these decisions”, O.Turchynov said.
He believes the mechanism is absent at present. “The government makes decisions, but regional administrations are subordinated to the Presidential Secretariat. This causes a split in the sphere of commodities interventions, as well as in other government’s programs”, the BYuT leader explained, stressing that the decisions of the Cabinet of Ministers have been blocked with President’s decrees without providing any explanations and comments.
“We need a strong, powerful, effective executive vertical. The local power bodies must be subordinated to the Cabinet of Ministers”, O.Turchynov stressed.
